I have had this problem on my Galaxy 5. I went to disable Google+ but it asks to resort to factory version so won't disable.Any ideas please?  Have cleared my cache but still not working. Thanks in advance

Disabled Google+ on my Droid Razr Maxx HD on Verizon and problem appears resolved. Thanks so much for that!

Yes, if you choose to uninstall updates and go back to factory version, it will still disable. Once it does that it uninstalls, and only option for that app is to enable. This solves the problem.

UnInstalling the updates to the Google+ app fixed my issue with "Unfortunately, contacts has stopped" popup every time I called someone. But, the problem came right back of couese next time the updater ran. You have to disable auto updates. That is in the Google Play app on the Google + app page. Push the 3 vertical dots and then uncheck the "auto update" box. Hope this helps.

Google+ was the issue.  Fixed it on all 3 phones that I was having a problem with.  Droid Maxx and Droid Mini.  Disable Google+ and you are good to go.

I'll tell you how I fixed this. I read many topics with this problem and no solution helped in my case. I just wanted to export contacts to a .vcf file so I could restore them after I reset the phone to factory settings.

I noticed that contacts app was responding for 15-20 seconds after reboot so I tried to export them while it was functioning. Whenever I tried, it makes it to max 50% and then stops responding. My last resort before taking the phone (Huawei P7) to the service was to leave it in that non-responsive exporting state over night. And guess what happened by the next morning - contacts were exported and the contacts app was working flawlesly and continued to do so until today (a couple of months). -.-

Hope this helps someone who is desperate like I was. :)

Go to Application Manager then Contacts then Permissions make sure all are turned off then go to phone green icon and then tap it and it will say allow contact to use your phone click allow and all contacts will come back
