Connect galaxy s4 without data rate spike prepaid usb modem

My knowledge is very close to zero, so you can write some technological barbarity. 

 

Anyway, I have a free mini galaxy s4 without data rate. In my home in sapain I connect wirelessly to the ADSL home. Now I am outside of spain for a while, and in this home I use a USB to connect to internet skewer. I guess the modem is not wifi skewer, because I can not connect to the phone to him. 

 

You know if you can do this type of connection? Being able to connect the phone to the skewer to give to your internet service? For that I want to see what "guasaps" that I have basically.
