activate iphone 4 without SIM ios7

Hello, buy second hand I had an iPhone 4 ios 7, is a Swiss company I think does anyone know how to activate sim without the company of origin? I have tried methods for IOS6 not going, I'm also trying to make donwgrade IOS6.1.3 and gives me error 3194 could someone help me? Greetings and thanks

You can not do donwgrade of ios 7 downwards for now

Indeed if you can get it released by imei you can use, and when siemrpe not need to restore it, because if you do ios 7 will ask the account and password from the old owner, if he forgot this look off my iphone.
