Turn Android Phone to reach a certain charge level

Hello Friends; 

 

I have thought of a method for cell lights when you get a certain level of load automatically. 

scenario: 

The Cell is completely downloaded and will connect the power adapter, as you know on the screen of the phone will indicate the charge level has reached to the "X" time, I want to reach 20% charge level is greater than 20 % the phone automatically starts, as if someone had pressed the Power button. 

 

option: 

I thought about modifying a ROM for the phone in which to comply with the condition of load level necessary to restart. 

 

Enquiry: 

Do you think this is possible or know a better way to do it?
