So first I can think of to do a hard reset of the console (press the power button on the front of the console until the system turns off).
If you're still having the same error, and if you have not configured and choose One Xbox starting in "energy saving" mode instead of "quick start".

I just read in various forums American reports the error you're having Retro.
All of them give the same solutions as you mentioned with one exception, changing energy configuration of the Xbox One must keep up the restart of the console (then you can select the one you want).
The reason may be a conflict of energy management or admission of external data (cable TV networks, for any reason, influence the stress management provided by Xbox One).
I hope to serve you and help keep us to any novelty you informed;) s.

I have actually found a solution to this problem, but it should only be used if NO OTHER SOLUTIONS WORK. This method will take all accounts and shared accounts off of your Xbox One, but you can put them back on it after the procedure is done. Keep in mind that you'll need to know the e-mail and password to put the account back on the Xbox. So here is the procedure:

Step 1: Go to Settings and select System. In that, select Console Info and Updates.

Step 2: Go down to Reset Console and select it.

Step 3: There are two options. Either will work, but keep in mind YOU DO NOT HAVE TO DELETE YOUR GAMES AND APPS!!!! ONLY SELECT THAT OPTION IF YOU WANT TO DELETE ALL GAMES AND APPS!!

Step 4: Your console will reset, so put on the required information. This will make it so your game and/or games work(s).

There you have it, an actual solution to the problem so many people have! You're welcome

It's that first occurs to me to do a hard reset of the console (press the button on the front of the console until the system turns off).

If you continue having the same error, and if you have not configured well, choose the start of Xbox One in "energy saving" mode instead of "quick start".
