Phone icon on your home screen

Question

Hi, I just bought a ZTE Blade C370 with Android 4.4.2.
The phone is basically new.
You can dial a phone number I have to access the application menu, move a few pages and touch the phone icon, after which the keypad appears.
This seems odd, because it would be normal to have an icon on the desktop, preferably in the lower horizontal bar.
I tried to find a widget or create a shortcut to the dialer, but I turned those trying to find how to do menus.
Then you know how I can put a shortcut to the scoreboard phone home screen?
And another question: At the top of the screen is the microphone Google. I have been unable to remove it, it does not work the typical drag and eliminate. Does anyone know why is "stuck" and if there is any way to remove it?
