How can flash blu  dash 3.5 (not start)

hello friends my blu cell dash 3.5 this with a blank screen when I turn says blu and then the standby want to put the rom again ... and I have the rom on my pc but I can not put it any program or something ??

Hello happens to me as well and I can not unlock booloader like to install the ROM again if someone could make a backup of your computer and send it to my email I would appreciate it as there is no ROM on the network for this computer
