Uninstall all updates to the Play Store app (Market). Go to Settings -> Applications -> Manage Applications / "Settings -> Applications" and uninstall updates Play Store. This will leave you with the default version of the app, the app may be "Market". Then you should be able to install or update applications. After a while the Play Store will update automatically, but you can install or update applications.
