activate my iphone 5 calls me the id of the previous person can override the id

Hello I have a dilemma with two iphone 5 I just acquired, both have activated seek activate iphone and leaves me with my id 

do something about it to cancel the previous id. 

Now try to restore with itunes but nothing anyone who knows anything about this I would greatly appreciate

No, you can not , that is putting Apple lock to prevent theft cases, you only need to talk to the previous owner and you erase your iPhone from iCloud or tell you the pass its id
