Make sure the VGA cable is properly connected and / or try to test with a new cable.

 

If that does not work, then it is that the monitor is faulty and you need to take it to a technician or buy a new one.

Step 1: Get rid of Windows Vista, it's a load of crap. Replace it with Windows XP or Linux or something else 
Step 2: Remove any magnetically active objects ds.
Step 3: If the problem is still extant, check all the cables connecting your computer and your monitor, 

Step 4: If the problem is STILL extant, go into your display and monitor and color and so on settings and try to change the color balance.
