The first step is to register as a developer of Windows Phone. To do this, go to http://appstudio.windowsphone.com/ and click "Sign In" (top right)

Enter details of your Microsoft account and click on "Login".

Microsoft will ask if you allow a AppStudio have access to your information. Click "Yes".
