Previously, SkyDrive was available as an application, but now with the Windows 8.1 update available, the application has become an integral part of Windows.
You can now easily view and navigate the files you have saved on SkyDrive.com. Also you can make those files available offline, if you want to access SkyDrive files without internet connection. Just switch the files available offline.
There are 2 ways to do:
1-Enable offline mode for some files / folders of your choice or
Mode online access to all files and folders.
2-We will see both.
Enable offline mode for some files / folders
Open SkyDrive from the home screen. Option, select "PC Settings". Then in the PC Settings section, select "SkyDrive". There, you can find the "Files" option. Click on it and select "View my files on SkyDrive.
Click on a folder or file and press the "Off"; option to enable offline access to files on SkyDrive. Once the offline access is enabled, your SkyDrive application will download the files to your system.
Mode online access to all files and folders

In the "Settings" section, select "Options."

You will see "Access all offline files". Carefully slide the bar to the opposite end to enable this feature.

This allows you to access all your SkyDrive files offline, even when you do not have an Internet connection.
