This problem usually happens when two Google accounts used to purchase applications on a single device. 
 
Solution to Error 403 on Google Play Store 
 
Enter the Google Play Store and set the correct account. Uninstall the application. Then try to get the application from Google Play again and click the buy button.

It usually happens when you use two google accounts in the same terminal that are associated to buy applications in playstore

Login playstore the correct google account
Desinstar the application in question
Then download the same application and proceed with the purchase program / recovery

Go into management applications -> selection all google services framework and delete data cache; then go to google play store deletes cache / data.
At this point, if you walk in the store, you should give some problem, well, restart your phone.
I even restored to factory data, to return the cell to its initial state. When you first start went smoothly ...
and now it works all right .... or at least for now ....

on my network wifi my work out the same, but because the proxy is blocking the domains of google play and not let me install anything, however if I go out data plan or WiFi network normal house.

just happened. Drop your Google account, go to Settings, Application Manager, and erases all data frames Google services. I had to make 2 times and it worked, luck!

The download is not possible and the request is "forbidden." This error usually occurs when two Google accounts are used at the same time to buy an application on a device.

The solution is to go to the Play Store are connected to the correct account. Uninstall the application in question. Try downloading.

The second solution is to delete the proxy you may have installed. Go to Settings> Wireless & networks> Mobile networks> Access Point Names and Clear the proxy. You can re-register it later.

A third solution is to delete all your search history directly from the Play Store settings by choosing "Delete local historical research."

The fourth solution is to create a new Google Account to use in the Play Store. Select again the menu button and select Accounts and the new account. Try the download again.

If you encountered this error when downloading an application, it probably means you have an unstable Internet connection, or there is an error in the proxy settings or the settings for APN. To try to solve the problem, go to "Settings", "Mobile networks", "APN" and delete the information found in proxy and "menu" button and "save". You can also switch your phone to airplane mode and then remove it. This will allow you to reset the internet connection. You can finally go to "Settings", "Accounts", "Google" and delete the synchronized account (be sure to have the credentials to be close associate then again). Once done, restart the phone and re-sync your Google account.
