I recently purchased a Microsoft Surface and received this very same error when trying to apply my Microsoft account that I had already generated on my main desktop PC.  The problem ended up being that the date and time was wrong on my new device.  I updated the date/time and the time zone, and my existing Microsoft account finally logged in normally.  I setup the Surface as a "trusted device" and everything synced up nicely.

I would suggest you to make sure the Email ID that you are using to create Microsoft Account is not associated with more than 5 computers. We have a limit on the number of devices that can be associated with the Windows Live ID for login.

  1. Start your computer and log on as an administrator.
  2. Click the Start button then select All Programs, Accessories, System Tools, and then click System Restore.
  3. In the new window, select "Restore my computer to an earlier time" option and then click Next.
  4. Select the most recent system restore point from the "On this list, click a restore point" list, and then click Next.
  5. Click Next on the confirmation window.
  6. Restarts the computer when the restoration is finished.
