How can I fix this problem, can you help me please?

• On your browser, go to https://pay.google.com/#paymentMethods.
• Sign in to your account.
• Look for your mobile billing account.
• Click Remove beside it.
• Select Remove again to confirm.
• Now, look for the Add payment method.
• Select the Add to bill payment.

I tried all the steps but my problem still persists.

• Force stop Google Play, then clear data (Settings -> Apps -> Google Play Store -> Force Stop, then Clear Data)
• Clear Cache for Google Play Services (Settings -> Apps -> Google Play Services -> Clear Cache -> OK)
