How to fix or-ccseh-21 google pay error?

I decided to add my card to Google Play payment, and he writes Transaction rejected because an invalid payment method was selected, error code OR-CCSEH-05. What should I do? Google is not responding. The card is not virtual, I did not change the country, I did not use vpn. Please help, besides her, I can’t donate to games.

  • Click Payment & Subscriptions
  • Payment Methods
  • Manage Payment Methods
  • Add a new card number and other info off card 
  • than click save
