Google Play won't let me add a card

Try to force stop the Play Store app and clear the cache / data from it.
Open the device Settings> Applications or App Manager> Search and press Google Play Store> Press Force stop> Press Clear cache / data.
Make sure your card address matches the Google Payments address.
If your credit card is registered at a different address, your payment may be declined. Make sure your zip code matches your current address.
Access https://pay.google.com/payments/ with your Google account.
Find the payment method you want to use to make your purchase.
Click the Edit button.
Make sure the address you entered matches the billing address on your card.
Update your address if necessary.
Please try the purchase again.
