Error 102 (net :: ERR_CONNECTION_REFUSED)

Please describe step by step what happened until the moment when you find the problem. It also adds the following information: 
Version of Google Chrome: 11.0.696.68 
Operating System: XP Home Edition Version 2002 Service Pack 3 
Error Message: Error 102 (net :: ERR_CONNECTION_REFUSED): The server rejected the connection

Check your Internet connection. Resets all routers, modems and other network devices you're using.

Add Google Chrome as allowed in your antivirus or firewall program. If you had already added to the allowed list, try to remove and re-add programs.

If you use a proxy server, check your proxy settings or contact your network administrator to make sure the proxy server to function properly. If you think you do not need to use a proxy server, adjust your proxy settings: Go to the Tools menu> Settings> Show advanced settings ...> Change proxy settings ...> LAN Settings and uncheck the box check Use a proxy server for your LAN.

Error 102 (net :: ERR_CONNECTION_REFUSED): The server rejected the connection.

Unfortunately there are several types of problems when trying to connect to the Internet and and the rejection of the server either by viruses or system errors and the absence of a response or google chrome solution to this type of problem, the only feasible solution is the team format.

Check your connection to the Internet, which means they have service but the gateway (responsible for routing start an HTTP request) rejects the request to them, returning the error as counterparty (server). My experience is that the error is Windows, and Windows XP users use TCPrepair ... (I think it's called software).

I agree with Robert. If your installation was no problem ... it makes sense that the service (server) web is not running.

You have to enable it first.

Maybe you should make the service start automatically when you start the machine makes server.

Look at their documentation for the operating system you're using.

I am on Android I have the same problem I cannot access ALL websites except Google websites and CoC. The URLs are 100% correct as my phone can connect to the exact same websites on other WiFi networks. I can confirm that the URLs are correct as I bookmarked them and tested them on different networks.
