a few days ago to buy a iphone 4s second hand and is perfect but I've been reading about the new ios 7 and blocking iCloud, I sold it outdated and update my question, is if you restore with the factory settings I skipped blocking iCloud?

The lock iCloud just does that put Apple ID in the device. 
 
In settings / data appears iCloud account can rest assured restore, delete or update without any problem.

 want to tell you that if your iphone has iCloud account associated with yours, you will have no problem at all.

thank you very much, I gave it formatted or not I think if you have an associated but let me put my account my question is, what if I have my account linked to this iphone can also have it that sold it to me?

The apple id is personnel mean that a person is not of a particular device, I have my ID and I have it on my mac, my iphone and my ipad, and every time I change it I'm changing apparatus . 
 
To see if you have a partner enters Id iCloud settings and look to see if my iphone is activated search, if it tries to disable it will ask you if you put the contrasela perfect but well you know.
