When trying to update packets Android SDK shows the window in which provides as follows:
- = Warning! = -
A folder failed to be renamed or moved. On Windows esta Typically Means That a program is using That folder (for example Windows Explorer or your anti-virus software.)
Please momentarily deactivate your anti-virus software or close any programs That May be accesing the
directory 'C: XXXXXXXX'.
When ready, press YES to try again.
Accompanied by the message in the "Android SDK Manager Log" which says:
Failed to rename directory C: XXXXXXXX to C: YYYYYYYYYY.
And as much as we press the button "Yes" to install the update does not continue.

As put in the message is a program that is being accessed.
Most likely it Eclipse, which is accessing those files. With what I close it, wait a second and click the box that asks you to retry on "Yes". It should now continue with the installation as normal.
